How can I remove glue residue from my cement foundation?

I live in South Louisiana. Last year, when Hurricane Katrina came through, my floors began buckling up. They have been removed but I am not sure what I can use to remove the glue that was left on the floor. I have been told to rent a sander as well as buying solvent. I've read the labels on the back of the glue as well as the solvent and either choice is extremely hazardous (cancer causing). Anyone have any ideas? Also, I need to know the best way to clean the floors as I am going to be installing self adhesive vinyl tile. I know I have to make sure that there is no remaining dirt or dust but don't know the best approach.
