Being forced to tip out at work and not letting me claim it on my W-2?

My work forces me to tip out every time I work. I have to tip an average of $25 every night. I also have to claim all my tips. So if I make $100 in one night I really go home with $75. I'm being taxed on this every pay period. The people receiving these tip outs do not have to claim their tips, just doesn't sound right to me. Is there something I can do? I'm working in Germany on a U.S. Air Base. I heard there were some tax exemptions for overseas waiters as far as claiming tips. I cannot find any info. I would greatly appreciate any help.
